I guess what I'm asking is does an opposing character get a free attack on a PC if the PC moves away, even if neither the PC nor the opponent have actually made and attack against the other. Or is it assumed that being adjacent to an enemy is enough to warrant an engagement in Melee. (E.g In Character, they are still engaged but are not actually making attack rolls against one another.) The decision as to whether someone is "in melee" with another character is pretty much up to the GM, but typically, I would say even if a foe didn't specifically attack the character, but could have provided a Gang Up bonus to another attack, then they likely still count as "in melee."
